Phil has born and raised in rural Manitoba and was initiated into the Anglican Church of Canada at St. Anne’s Anglican Church in Poplar Point, Manitoba, the oldest log church in continuous use in Western Canada. St Anne’s was established in 1859 to serve pioneers who, under the guidance of a prominent Church of England missionary, Archdeacon William Cockran, had ventured west to the Poplar Point area from previously settled parishes in the Red River Colony.
Phil attended the University of Manitoba in Winnipeg, receiving  B.A., B.Ed, and M.Ed degrees. After completing his university studies, Phil served as an educator, School Counsellor, School Psychologist and School Principal for 33 years in Manitoba and Germany before retiring to Victoria in 2006 along with his wife Margaret Gibson, leaving their five children spread over parts of Canada and the U.S.
Since joining the Cathedral family in 2006, Phil has previously served as a member of Parish Council, a Deputy Warden & a Member on the Christ Church Cathedral School Board of Directors.  He currently serves as a Sidesperson, Steward, & as Deputy Warden. He looks forward to continuing to serve the CCC community as a Deputy Warden & member of Parish Council, valuing transparency, strategic planning & active involvement.
