Victor was born in Trinidad, and was baptized and confirmed in the Anglican church, which has always been an integral part of his life. He attended the local St. Paul's Anglican Church regularly, serving as a Sunday school teacher as well as the pianist. He was also a member of the Anglican Youth Movement.
Victor migrated to Canada and completed a Bachelor of Arts Degree at the University of Manitoba and, upon graduating in 1980, moved to Regina where he worked in the provincial ministries of Social Services, becoming a Supervisor, and later in Education as an Investigator. He retired in August of 2010 after 29 years of service and moved immediately to Victoria.
Victor has been attending the Cathedral for approximately 13 years and is currently a sidesperson. He first served a full term on the Parish Council in 2014 and has served on the current Council since 2020.
